The terrorist attacks of September 11, 2001 have placed the United States and the People's Republic of China at an interesting crossroad in Sino- American military relations. Recognizing the profound affect of trans-national terrorism on each of their nations, both countries are positioned to potentially embark on a cooperative military relationship in the global war on terrorism. Although Sino-American military relations have remained largely strained over the last decade, military cooperation in the global war on terrorism can provide the means to achieve the end state of a healthy military exchange between the two world powers. China's military will continue to grow and improve, the United States is at a point in time where it must make the choice to be an active participant in the direction that China's military develops.

Security agreements between North and South Korea have had a disconcerting tendency to break down within a short time, and the confidence- building that should result from implementation of these agreements has never been achieved. The Basic Agreement between North and South Korea, which took effect in 1992, provided a partial blueprint for achieving broad restructuring of security relations and a more stable order in Northeast Asia. The ROK government has repeatedly declared its readiness to resume discussions with North Korea to advance the unfinished agenda defined in the Basic Agreement and the Denuclearization Agreement, each of which provides much that could contribute to a peace system in the Korean peninsula. One obstacle to progress has been North Korea's insistence that a peace treaty to replace the 1953 armistice agreement should be negotiated between North Korea and the United States. The South Korean and U.S. governments have insisted that a peace treaty should be negotiated between North and South Korea.

As the world grows more complex, the demand for peace operations will undoubtedly increase. This increase will be coupled with new challenges and complications, requiring extensive resources and expertise. A glance at the conflict-ridden environment in the Middle East and in Africa hints of the great difficulties to come. Peace operations have placed heavy demands on United Nations (UN) peacekeeping forces and also on United States (US) forces but both entities have, in recent years, operated separately for peace operations. The US, a member of the UN, has chosen to contribute less in the way of personnel and more in the way of financial assistance to UN peace operations. While financial contributions are imperative, future scenarios will require the US, as a global superpower, to send resources beyond monetary ones. Before the US and the Combatant Commanders are faced with augmenting a UN peace operation during a crisis situation, it is important to analyze why the US contribution levels are what they are currently and what could impede future contributions. This paper argues that while it will be essential for the US to assist the UN in future peace operations, the current obstacles must be identified and navigated before recommendations can be effectively implemented.

Comments are presented on some similarities and differences between Soviet doctrine and the US doctrine as outlined in FM 100-5. The author uses exclusively Soviet sources both written and oral, and interpreted based on his extensive contact with Soviet Ground Forces personnel in the 1960s and 1970s to highlight some of the similarities and differences in US and Soviet military thinking. Using FM 100-5 as a vehicle, the writer of this paper proceeds chapter by chapter in sequence to emphasize many of the salient points in the manual and simultaneously provide the reader with considerable information regarding Soviet operations and tactics as well as a myriad of other minor but interesting details, observations and comments about the Soviet military.

The paper compares the decision to terminate 'Operation Desert Storm' against thestrategic aims articulated in United Nations Resolutions 660-678. It argues that continuing beyond the termination point would have taken the United States beyond the culminating point of victory. It compares the outcome against two hypothetical sequels that many propose would have established a longer-lasting peace. It analyzes the political cost and the military capability to continue fighting against the potential gains. It argues that strict adherance to the 'Weinberger Doctrine' limits the ability to justify an escalation of war aims if a nation or coalition has reached them before it reaches the culminating point of victory.

This study examines the nature, objectives and effectiveness of training for Soviet air defense troops. While discussing the unique structure of the Soviet semi-annual draft call-up and the training situations this call-up entails, the paper places special emphasis on 10 major areas in Soviet air defense training. The Soviets' primary challenge in air defense training is the development and implementation of a training program that will quickly and effectively equip new recruits with the necessary theoretical and practical skills to assume their combat role. On the basis of the analyzed material, the author concludes that the training system, procedures and techniques the Soviets have developed are directed against two critical problems: TIME and QUALITY. The author then points out those areas in air defense training in which the Soviets are successful while discussing the weaknesses of their program in the context of a comparison with U.S. air defense training procedures.
